according to flankpeng,maybe their old factory is not existed( such as,the house had pushed down),in this condition,only the first option can choose?

I'm afraid that UL will require your new factory to conduct the IPI again for each authorized UL file! It is because UL may assume the production line is a new setup in new location.

I agree on this count, if you have many authorized UL files, every authorized UL file needs to be inspected too.
